Introduction to Quality Inspection for Aviation Safety Facility Procedure

1. Application for Inspection

  • The applicant will apply to the Ministry of Land, Infrastructure and Transport for Quality Inspection.

2. Inspection Acceptance and Request

  • The Ministry of Land, Infrastructure and Transport will designate an agency to perform the Quality Inspection and request it.

3. Consultation

  • The applicant and the Quality Inspection Agency agree on inspection details through consultation
    • The Quality Inspection Agency explains the proof of evidence that has to be submitted for Quality Inspection
    • The applicant explains target Aviation Safety Facilities and submits the proof of evidence
    • Both of them agree on the environment, place and schedule of the inspection
    • * If Quality Inspection seems to be impossible to proceed as a result of reviewing the proof of evidence, the Quality    Inspection Agency may request to supplement the proof of evidence

4. Contract

  • Based on the consultation result, the Quality Inspection Agency notifies the inspection schedule and the fee to the applicant.
  • The applicant pays the inspection, prepares the required documents and concludes the contract.

5. Establishing Inspection Plan

  • The Quality Inspection Agency establishes the inspection plan based on both the requests of the Ministry of Land, Infrastructure and Transport and the agreement with the applicant.

6. Inspection

  • The Quality Inspection Agency inspects the proof of evidence submitted by the applicant.
  • The Quality Inspection Agency directly/indirectly inspects the test results based on technical standards and the results of proof of evidence reviews.
  • The Quality Inspection Agency validates the results of flight inspection submitted by the applicant.
  • The Quality Inspection Agency compiles the inspection results of the proof of evidence, tests, and flight, and creates the final inspection report.

7. Quality Determination

  • The Ministry of Land, Infrastructure and Transport will determine the conformity of the performance based on the inspection result report submitted by the Quality Inspection Agency and issues a certificate of Quality.

8. Acquisition of Quality Certificate

  • The applicant can obtain certificate of Quality issued by Ministry of Land, Infrastructure and Transport.
